Fain Elementary proudly supports military-connected students and families through a culture of academic excellence, strong family partnerships, and student-centered learning. We recognize the unique experiences military-connected students bring to our school community and are committed to helping them feel welcomed, supported, and successful.

Our staff works collaboratively with families to ensure smooth transitions and provide opportunities for students to become engaged members of the school community.

Military Liaison Duties Include:

Serving as the campus point of contact for military-connected students and families.
Assisting with enrollment and records transfer.
Coordinating support services for military-connected students.
Connecting families with community resources.
Supporting student transitions during military relocations.
Providing information regarding educational opportunities and support programs.
Supporting campus staff through military-connected student awareness and training opportunities.

Enrollment & Registration

The following information is provided to assist military families with enrollment and registration.

New Student Enrollment

To enroll, a parent, legal guardian, authorized caregiver, or adult with custody documentation must provide a valid ID and the following:

Proof of Residence
Student Birth Certificate
Immunization Records
Parent/Guardian ID
Previous School Records (if applicable)
Social Security Card (optional)

Additional documents may be needed, such as medical information, special program details, or custody paperwork.

To ensure prompt enrollment for military-connected students, active-duty members of the U.S. armed forces, including the National Guard and Reserves, can establish residency for school enrollment by submitting a military order indicating their transfer to a military base within or near the school district’s adjacent to the district’s attendance zone. (TEC §25.001(c-1))
To ensure prompt enrollment for military-connected students active-duty members of the U.S. Armed Forces, including the National Guard and Reserves, can establish residency for school enrollment by submitting a military order indicating their transfer to a military base within or near the school district’s attendance area within 90-days of their arrival. (TEC §25.001(c-2))

Returning Student Registration

Pre-Kindergarten Program & Eligibility

Wichita Falls ISD provides full-day Pre-Kindergarten programs at several campuses across the district, including Fain Elementary, to support early childhood learning!

To enroll in the Pre-Kindergarten program, a child must be four years old on or before September 1 of the upcoming school year. Students are eligible if they meet at least one of the following criteria:

Limited English proficiency
Eligible for the National School Lunch Program
Child of an active-duty United States military member
Child of a military member injured or killed in service
Currently or previously in foster care through Texas DFPS

Additional documentation may be required for eligibility verification.

Student Transfer Requests & Eligibility

Per district policy FDB (LOCAL), all students will attend the schools they reside in, unless granted permission to transfer based on these criteria:

Child of District Employee
Child of Parent Stationed at Sheppard AFB on Active Military Orders
Child of Peace Officer in Accordance with State Law
IB Student (Legacy HS Only)
Sibling of a Centralized Program Student
Current 4th Grader Affected by Attendance Zone Change (West Foundation, Fowler)

Please note: If your child is part of a centralized special education program, you do not need to complete a transfer request form to remain in the program. If you have any questions regarding centralized programs, please call the special education department at 940-235-1019.

The District Transfer Committee follows the guidelines set in FDB (LOCAL). This information can be found on the WFISD website. Please complete the form below to allow the District Transfer Committee the ability to make a decision. No transfers are guaranteed. Available space and staffing may be a defining issue when granting or denying a transfer.

Notice: A person who knowingly falsifies information to establish residency for a student in a public school shall be liable to the public school if the student is enrolled on the basis of false information. The Texas Penal Code 37.10 (c) (3) states that falsification of enrollment documents is a Class C misdemeanor and a school district may enforce civil penalties for this offense. See Texas Penal Code 37.10 and Texas Education Code 25.001.

Aligning with Wichita Falls ISD, Fain Elementary recognizes that military-connected students may experience multiple school transitions. Our campuses are committed to supporting academic success through flexible placement practices, communication with families, and individualized support to help students quickly become engaged members of the school community.

Advanced Academic Programs

Gifted & Talented

Kindergarten through second grade students receive Gifted and Talented curriculum instruction within their homeroom classrooms. Third through fifth grade students travel weekly to the Carrigan campus, where they collaborate with other Wichita Falls ISD students and participate in Gifted and Talented curriculum alongside their peers.

Although Wichita Falls ISD offers Dual Credit Enrollment and Career and Technical Education Opportunities at the secondary level, they are not offered at the elementary level. Additionally, Wichita Falls ISD offers the International Baccalaureate (IB) Diploma Program at Legacy High School.

Interstate Compact Information (MIC3)

The Interstate Compact on Educational Opportunity for Military Children (MIC3) helps military-connected students transition successfully between schools when families relocate due to military orders. The Compact addresses enrollment, placement, attendance, eligibility for extracurricular activities, graduation requirements, and other educational challenges that may arise during military transitions.

Military families with questions regarding educational rights and protections under the Compact are encouraged to contact the Campus-Based Military Liaison for assistance.

The following information regarding counseling and support services is available to military families attending Wichita Falls ISD and living in the surrounding community.

Military-Connected Input & Engagement Team (MCIET)

Wichita Falls ISD has formed a team consisting of faculty, key spouses, Sheppard AFB staff, and community members who meet monthly and help the district better understand how they can support military-connected students and their families.

Student Support Services

Fain Elementary recognizes that military-connected students may experience unique challenges associated with military life, including relocations, deployments, reunifications, and transitions between schools and communities.

The campus counselor works closely with students and families to provide support through:

Military-connected students and families may benefit from additional support services available throughout the Wichita Falls community. These organizations provide resources designed to assist families during deployments, relocations, reunifications, academic transitions, financial challenges, and social-emotional concerns.

Behavioral Health & Counseling Services

Military-connected students experiencing stress, anxiety, grief, family separation, adjustment challenges, or other social-emotional concerns may be referred to local behavioral health providers for additional support.

Students and families seeking counseling or behavioral health services may:

Speak with a school counselor, administrator, or social worker.
Request assistance from the Military & Family Life Counseling Program (MFLC).
Contact Sheppard Air Force Base support services directly.
Reach out to community providers for eligibility and appointment information.

When appropriate, campus staff can assist families in identifying available resources, providing contact information, and connecting families with community organizations that best meet their needs.

Clubs & Organizations

Fain Elementary offers a variety of clubs and organizations that allow students to explore their interests, develop leadership skills, and build meaningful connections with their peers. Opportunities include Academic UIL, Drama Club, Choir, STEAM Club, Student Council, and Kindness Club. Military-connected students are encouraged to participate, even if they enroll after standard registration deadlines. In addition, students new to our campus may be paired with a peer of similar age and interests through our Student 2 Student program, helping them build friendships and feel connected to the school community. Families interested in learning more about available clubs and organizations or getting their student involved should contact the campus military liaison for assistance.

Recognition & Events

Military & Family Life Counseling Program

The Military and Family Life Counseling Program provides free, confidential, non-medical counseling to service members, their families, and survivors on or near installations. Trained to work with the military community, military and family life counselors deliver valuable counseling services, briefings, and presentations to the military community. Counselors help service members and their families navigate issues such as improving relationships at home and work, stress management, adjustment difficulties, parenting, and grief or loss. Adult, child, and youth behavioral MFLCs are assigned to units, schools, child development centers, and other locations worldwide. Relocation Information & Resources

The following information is provided to assist military families relocating to Wichita Falls ISD.

Introduction to School Environment & Processes

Families relocating to the Wichita Falls area are encouraged to learn more about Fain Elementary's welcoming school environment, daily procedures, academic programs, and student support services. Our staff is committed to helping new students and families transition smoothly and feel connected to our school community. To assist with the relocation process, personal campus tours are available upon request, providing families with an opportunity to become familiar with the school and ask questions before their child's first day. Additionally, students have the opportunity to be connected with a peer of similar age and interests through our Student 2 Student program, helping them build friendships and feel at home from the start.

Tutoring Opportunities

At Fain Elementary, each grade level has assigned tutors who are available a certain amount of hours per week to support students. In addition, Tutoring.com is available free of charge 24/7 to provide extra academic support whenever it’s needed.

Parent Communication

ParentSquare will be the form of communication between the campus, teachers and parents. Teachers will share this information at Meet The Teacher and administrators will send out school-wide notices throughout the year. You can also message the teacher directly through this app. Once enrolled, ParentSquare training materials and resources will be made available.

Attendance Zones

Attendance zones, campus boundary maps, and feeder pattern information are available on the Wichita Falls ISD website. Please note that, in accordance with Board Policy FDB (LOCAL), children of a parent or guardian stationed at Sheppard Air Force Base on active military orders may transfer to any campus within the district.

Student Record & Transcript Requests

If you need to obtain a copy of student records, please contact the campus liaison or complete the online form available on Wichita Falls ISD’s Records Request page. If you have any questions or experience any issues during the process, please reach out to the campus liaison for assistance. When military families relocate, Wichita Falls ISD works with receiving schools to facilitate timely transfer of academic records, special program documentation, and other educational records to support uninterrupted student enrollment and placement.
